Gastonia has been planning for many years, with projects such as small-area, corridor, thoroughfare, and utility plans. In addition, the City engages in land use planning on a short-range basis through such functions as zoning and subdivision approval.
On May 17, 2011, City Council adopted the 2025 Comprehensive Plan. The Plan is an evolving document that compiles information, community dialogue, and preferred public policy choices for the City, through the year 2025. The Plan establishes a vision for the City (as established by the citizens), and will guide policymakers as they make decisions about the physical, social, and economic development of the community.

CityVision 2010 is Gastonia's first comprehensive plan. CityVision 2010 builds upon earlier planning efforts, incorporating them into a comprehensive planning document. The CityVision 2010 planning process was initiated by the Gastonia Planning Commission in 1991. A Citizens Summary was prepared that outlines the major policy issues facing the City and includes a future growth map. In 1996, CityVision 2010 was accredited the best in the state by the North Carolina Chapter of the American Planning Association.
